A second unsuccessful bidder for Melbourne’s large 15-year AU$1.7 billion (US$1.1 billion) fare-system contract is reportedly raising questions about the procurement process, contending that its bid came in well under that of the winning supplier, among other concerns. Japan’s NTT Data, the low bidder among finalists, contends it was actually asked by procurement officials to increase its bid.
NTT Data’s bid was reportedly much lower than either the bid from Conduent or Cubic, at $978 million. If true, it would be more than 40% less than the contract price.
